		<description>a filipino living in quebec is not considered an anglophone but an allophone..... someone who speaks english but their mother tongue or first language is not english. anglophone usually denotes people with british ancestry.... so if u are an italian, arab, asian, greek, spanish, russian and speak english then you are an allophone.... quebec language politics is complicated</description>
